The E-mail address is academic@admin.ruh.ac.lk In case of Applying by post, a self addressed stamped envelope 22 cm * 10 cm in size with a request should be sent to the Assistant Registrar (Academic Establishments), University of Ruhuna, Wellamadama, Matara on or before 4th December 2006. All the relevant details of the above posts are available on University web site (http://www.ruh.ac.lk)

Duly perfected application forms with certified copy of the birth certificate and detailed degree certificate (size in A4) and detailed degree certificate (size in A4) in which indicated academic record of the candidate should be sent under registered cover to the Assistant Registrar (Academic Establishments), University of Ruhuna, Wellamadama, Matara on or before 15th December,  2006.In case of applying more than one post it should be applied seperate application form each.

The title of the post should be indicated on the top left hand corner of the envelope. Application submitted without using specimen application form, incomplete, illegibly completed and late applications will be rejected without any notice.

Salary: Rs. 37050 – 8 x 605 – 41890 p.m.

Qualifications

Internal applicant– Candidates with –

                      Qualifications to be Senior Lecturer – Gr. II in the relevant subject

                      And

Fifteen (15) years after obtaining the qualifications for Lecturer (Probationary) as laid down in Commission Circular 721

                     And

                                       At least the minimum marks laid in the Marking Scheme for Professorship

External Applicants – Candidates with –

1. A degree with specialization in the relevant subject with First or Second Class (Upper Division) Honors and at least one (01) year of experience in teaching / research / professional work post-graduate studies.

2. A degree with specialization in the relevant subject with Second Class (Lower Division) Honors and at least one (01) year experience in teaching /research / professional work post-graduate studies

Method of Application

An application for recruitment should be accompanied by –

    2.0 RESEARCH, SCHOLARSHIP AND CREATIVE WORK

    Note 1:In the case of papers/publications with joint authorship ,applicant should indicate their actual contribution to the work published and marks should be allocated accordingly. The publications and creative work submitted under this section need to be in the main discipline of the professorship and related disciplines, with at least 2/3 of the points of Section 2.1 being from the main disciplines covered by the department. Where this requirement is not met for Section 2.1, the points from the main discipline and only up to a half of the points earned from the main discipline shall be counted from related disciplines.

    Note 2: In evaluating and assigning marks to papers, the Selection Committee and Outside Experts should bear in mind and strictly enforce the following well, widely and long understood definitions:

    A Journal Paper : A fully scripted essay of academic significance in a serial publication in numbered volumes to which articles may be submitted at any time and are published only if they pass peer review .

    A Conference Paper : A fully scripted essay reported in the bound report of the proceeding or transactions of a meeting of academic significance, which is circulated at or after the meeting Such meetings may also be known by other names such as Conference, Seminar, Colloquium,

    Forum, Work shop, Congress, and Sessions.

    Book : A publicly available bound text with ISBN Number.

    2.1 Peer reviewed publications (including invited editorials in indexed journals)         Maximum

    4.0 MINIMUM MARKS/STANDARDS

    To qualify for a professorial position, a candidate should earn at least 12 point from Section 2.1.1 (namely ,from journal articles ). In addition , the minimum marks for each component of evaluation (1,2 and 3 as specified below ) and the minimum total marks that an applicant should obtain in order to qualify for the relevant appointment are given below .

    Note:

    1. An internal candidate is an applicant already in the university system applying for a promotion . An external candidate is an applicant from outside the university system who has worked extensively outside universities and other higher educational institutions.

    2. A position as Professor (Research ) may be sought by applying for a merit promotion or in response to an advertisement . Any cadre position for Professor (Research) must have the specific approval of the UGC or may be designated as such by a department in place of an existing cadre professorship.

    3. It is intended that a Professor (Research ) has , subject to review every three years , little or no teaching duties and his is to be a prestigious position enhancing the research profile and prestige of his department . For the term of office of a Professor (Research ) to be renewed , he shall be assessed under Section 2 of this review and found to have scored an additional 20 points for that section during his previous 3 years as professor (Research ).


    Scheme of Recruitment for the post of Senior Lecturer – Grade I (Medical / Dental)

    Salary Rs. 32650 – 8 x 525 – 36850 p.m.

    (In addition the Government approved allowances will be payable).

    Qualifications:

    1. Candidates shall possess the academic qualifications required for Lecturer (Probationary) (Medical / Dental) as stipulated under post I in this document.

                        AND

    2.
    (i). A Masters Degree in the relevant field obtained after a full-time course of study of at least 02 academic years (or an equivalent part-time course of study) with a research component by way of thesis / dissertation or a doctoral degree or MD / MS and board certification by the post graduate institute of medicine where required or its equivalent.

                        OR

    (ii). such professional qualifications and experience as may be approved by the University Grants Commission upon the recommendation of the Higher Educational Institution concerned.

                       AND

           3. At least eleven (11) years of experience (of which not less than six (06) years should have been after  obtaining the qualifications stipulated in 2 above) in one or more of the following.

  • Teaching at University level
  • Professional experience
  • Research in a recognized institution
  • Postgraduate studies
  • Note:

    a). An applicant who is recruited under (3) of the qualifications for Lecturer (Probationary) (Medical / Dental) (given in post 1 in this document) may be exempted from 2(i) above if he / she has a Doctoral Degree / MD / MS in the relevant field.

    (b). An applicant who is recruited under (3) of the qualifications for Lecturer (Probationary) (Medical / Dental) with a Masters Degree as specified under 2(i) above may be exempted from 2(i) if he / she has evaluated research and dissemination of knowledge in conformity with current guidelines (See note (c) below).

    c). The current guidelines for evaluated research record is that a candidate should obtain a minimum of 15 marks. The marking scheme used for this purpose is sections 2.0 and 3.1 of the marking scheme for posts of Associate Professor / Professor.

    d). A Senior Lecturer – Grade I may be confirmed in the post on completion of 03 years of satisfactory service in the permanent cadre which shall include satisfactory completion of a course of training in teaching / learning methodologies for which facilities will be provided by the University Grants Commission.


    Scheme of Recruitment for the Post of Senior Lecturer - Gr. I Non-(Medical/Dental)

    Salary : Rs. 32650 – 8 x 525 – 36850 p.m.

    (In addition the Government approved allowances will be payable.)

    Qualifications:

    1. Candidates should possess the academic qualifications required for Lecturer (Probationary) Non-(Medical / Dental) as stipulated under post 2 in this document.

                       AND

    2.
    (i). A Masters Degree in the relevant field obtained after a full-time course of study of at least two academic years (or an equivalent part-time course of study) with a research component by way of thesis / dissertation or a Doctoral Degree.

    In the case of Faculties of Science / Applied Science, the required qualifications shall be a Masters Degree in the relevant field with full-time research of at least 02 years or a Doctoral Degree.

    In the case of Faculties of Arts, Humanities, Social Sciences, Law and Management / Business Studies, a Masters Degree of one year duration in the relevant field may be accepted when combined with an evaluated research record in conformity with current guidelines (See Notes).

                        OR

    (ii). Such professional qualifications and experience as may be approved by the University Grants Commission upon the recommendation of the Higher Educational Institution concerned.

     

                        AND

    3. At least twelve (12) years of experience (of which not less than six (06) years should have been after obtaining qualifications stipulated in 2 above) in one or more of the following:

    i. Teaching at University Level

    ii. Professional experience

    iii. Research in a recognized institution

    iv. Postgraduate studies

    Notes:

    (a). An applicant who is recruited under (3) of the qualifications for Lecturer (Probationary) as give in post two (02) of this document may be exempted from two (2) (i) above if he/she has a doctoral degree in the relevant field.

    (b). An applicant who is recruited under three (03) of the qualifications for Lecturer (Probationary) with a Masters Degree as specified under 2(i) above may be exempted from 2(i) if he/she has evaluated research and dissemination of knowledge in conformity with current guidelines (See note (c) below).

    (c). The current guidelines for evaluated research record is that a candidate should obtain a minimum of 15 marks. The marking scheme for this purpose is Sections 2.0 and 3.1 of the marking scheme for posts of Associate Professor / Professor.

    (d). A Senior Lecturer, Grade I may be confirmed in the post on completion of three (03) years satisfactory service in the permanent cadre which shall include a satisfactory completion of a course of training in teaching / learning methodologies for which facilities will be provided by the University Grants Commission.


    Scheme of Recruitment for the Post of Senior Lecturer - Grade II ( Medical / Dental )

    Salary : Rs. 28225 – 5 x 525 – 30850 p.m.

    (In addition the Government approved allowances will be payable).

    Qualifications:

    1. Candidates shall possess the academic qualifications required for Lecturer (Probationary) (Medical / Dental) as specified under post 1 in this document.

    AND

    2. (i) A Masters Degree in the relevant field obtained after a full-time course of study of at least 02 academic years (or an equivalent part-time course of study) with a research component by way of thesis / dissertation or a doctoral degree or MD / MS and board certification by the postgraduate institute of medicine where required or its equivalent.

    OR

    (ii) Such professional qualifications and experience as may be approved by the University Grants Commission upon the recommendation of the Higher Educational Institution concerned.

    AND

    3. At least six (06) years of experience in one or more of the following :

    i). Teaching at University level

    ii). Professional experience

    iii). Research in a recognized institution

    iv). Postgraduate studies to acquire the qualifications stipulated at (2) above

    Notes :

    (a) An applicant who qualifies only under (3) of the qualifications for Lecturer (Probationary) (Medical / Dental) as specified under post 1 in this document may be exempted from 2(i) above if he/she has a Doctoral Degree/MD/MS in the relevant field.

    (b). An applicant who qualifies only under (3) of the qualifications for Lecturer (Probationary) (Medical / Dental) as specified under post 1 in this documents and has a Masters Degree as specified under 2(i) above may be exempted from 2(i) if he/she has evaluated research and dissemination of knowledge for a minimum total of 15 marks. The marking scheme used for this purpose is section 2 (research and creative works) and section 3.1 (dissemination of knowledge) of the marking scheme for posts of Associate Professor / Professor.

    (c). An applicant recruited with MBBS qualification will be placed one (01) step above the initial of the B-03 salary scale.

    (d). The Selection Committee may recommend to place an applicant at a higher step of the salary scale is consideration of exceptional merit / additional qualifications/ additional experience. Such recommendation along with justification should be submitted to the University Grants Commission for approval.


    Scheme of Recruitment for the Post of Senior Lecturer - Grade II Non ( Medical / Dental )

    Salary : Rs. 28225 – 5 x 525 – 30850 p.m.

    (In addition the Government approved allowances will be payable).

    Qualifications

    (1). Candidates shall possess the academic qualifications required for Lecturer (Probationary) Non-(Medical / Dental) as specified under post 2 in this document.

                       AND

    (2).
    (i). A Masters Degree in the relevant field obtained after a full-time course of study of at least two academic years (or an equivalent part-time course of study) with a research component by way of thesis / dissertation or a Doctoral Degree.

    In the case of Faculties of Science / Applied Science the required qualifications shall be a Masters Degree in the relevant field with full-time research of at least 02 years or a Doctoral Degree.

    In the case of Faculties of Arts, Humanities, Social Sciences, Law and Management / Business Studies a Masters Degree of one year's duration in the relevant field may be accepted when combined with an evaluated research record in conformity with current guidelines (See note below).

                        OR

              (ii). Such professional qualifications and experience as may approved by the University Grants Commission upon recommendation of the Higher Educational Institute concerned.

An applicant who qualifies only under (3) of the qualifications for Lecturer (Probationary) as specified under post 2 in this document and has a Masters Degree as specified under (2) (i) above may be exempted from (2) (i) if he/she has evaluated research and dissemination of knowledge in conformity with current guidelines.

    (c). The Selection Committee may recommend to place an applicant at a point higher than the initial of the salary scale in consideration of exceptional merit/additional qualifications / additional experience. Such recommendation along with justification should be submitted to the University Grants Commission for approval.

    (d). The current guidelines in regard to evaluated research and dissemination is that a candidate should obtain a minimum total of 15 marks and the marking scheme for this purpose is Sections 2.0 and 3.1 of the marking scheme for posts of Associate Professor / Professor.

    (1). MBBS / BDS Degree with First or Second Class (Upper Division) Honors and at least one (01) year of experience in teaching / research / professional work / postgraduate studies. A candidate who has obtained a First or Second Class (Upper Division) in the Second or the Third MBBS / BDS Examination may also be considered where recruitment is for pre-clinical or para-clinical subjects in Medical/Dental Faculties.

    (2). MBBS / BDS Degree with Second Class (Lower Division) Honors and at least one (01) year experience in teaching / research / professional work / postgraduate studies. A candidate who has obtained a Second Class (Lower Division) Honors in the Second or Third MBBS / BDS Examination as the case may be, and has passed the final MBBS / BDS Examination may also be considered where recruitment is for pre-clinical or para-clinical subjects in Medical / Dental faculties.

    (3). MBBS / MDS Degree and a postgraduate degree of at least two academic years duration in the relevant subject with a research component by way of thesis/dissertation.

    (4). Such academic or professional qualifications or professional experience as may be approved by the University Grants Commission upon the recommendation of the Higher Educational Institution concerned.

    (c). An applicant who is eligible under (2) & (3) above could be considered for appointment only if applicants qualified under (1) above are either not available or evaluated and considered as unsatisfactory by the Selection Committee.     (d). Where MBBS / BDS degree is awarded with Second Class Honors without designating division (Upper / Lower) the Selection Committee shall determine the equivalent division by scrutinizing the transcripts of candidates.

    (e). An applicant recruited with MBBS qualification will be placed one (01) step above the initial of the B-04 salary scale.

    (f). An applicant recruited with a MBBS / BDS degree with First or Second Class (Upper Division) Honors and a Masters Degree of 02 academic years duration with a research component by way of thesis / dissertation may be placed two (02) steps above the initial of the B-04 salary scale in the case of a MBBS graduate and one (01) step above the initial in the case of a BDS graduate.
